The Royal Audit Authority (RAA) is delighted to re-announce the availability of Scholarships funded by the EU for the February 2026 intake. This program aims to enhance the professional capabilities of RAA employees by providing an opportunity to obtain the Association of Chartered Certified Accountants (ACCA) qualification at Kaplan Higher Education Academy in Singapore.

To qualify for the scholarship, applicants must be employees of the Royal Audit Authority who satisfy the Long-Term Training (LTT) criteria outlined in the BCSR 2023. Candidates should possess at least a Bachelor’s degree, have a minimum of two years of active service (excluding probation), and maintain a “Good” performance rating for the previous two financial years. Preference will be given to individuals with an accounting background, and applicants must not have completed a Master’s degree.

The Royal Audit Authority (RAA) serves as the Supreme Audit Institution of Bhutan, tasked with fostering accountability, transparency, and good governance through independent audits of public resources. It ensures that government funds are utilized efficiently, economically, and effectively in compliance with applicable laws and regulations.

Acceptable Course or Subjects: The scholarship will be granted for the ACCA Program provided by Kaplan Higher Education Academy.

Admissible Criteria:

Must meet Long-Term Training (LTT) eligibility as specified in Clause 7.7.4 of the BCSR 2023.

Candidates must possess at least a Bachelor’s degree and have been selected through the Civil Service examination at the professional or management level, with a preference for those with an accounting background.

Completion of a Master’s degree is not permitted.

A minimum of two years of active service is required, excluding any probationary period.

Candidates must fulfill the training gap requirement as outlined in Clause 7.5 of the BCSR 2023 if they have previously been on LTT.

A performance rating of at least “Good” for the last two financial years is mandatory.

Candidates must consent to serve three times the duration of the course upon their return, in accordance with the internal RAA requirement.

University prerequisites include:

A minimum of 2 GCE A-Level and 3 GCE O-Level credits (which must include English and Math), OR ACCA student membership, OR equivalent qualifications as specified on the ACCA website.

Proof of English proficiency is required, which can be demonstrated by passing GCE O-Level English, achieving an IELTS score of 5.5, or providing an ACCA English Test report.
